Barnard EMC, Inc. was founded in 1985 by Ray Barnard, a preeminent licensed professional engineer, offering engineering consultation, small utility management, and pipeline construction services. Upon his death in 1989, the company changed focus to providing hot tap and line stop off services. Ray’s son-in-law (John Smith), daughter (Paulla Barnard Smith), and grandson (James Smith) provided the new service. James and Paulla are now co-owners of Barnard EMC, Inc. James has 30+ years of experience performing hot taps and stop offs and wet taps on a variety of pipelines and processes. Paulla even has a few years of experience performing taps and stops. Now she manages the office, regulatory compliance, and other duties. When Jessica joined the family business, she had no idea what she was in for. She is the one that keeps James and Paulla on track and maintains our community involvement.
